C'mon, BYU has lots of rules about that stuff.
And they're enforced by tattling. That's not an unfortunate side effect, it's the intended system. If Hadley had confessed (as the HC requires) he'd have been suspended earlier. But the Utah fan decided to give him a chance, as the Honor Code requires, and then when he didn't come clean on his own, the fan's conscience required him to turn over the evidence so that Spencer's life could get back on the right track.

the issue he is pointing out is that the U's compliance officer narc'd on him. It's not that hard to understand.
