Depends on how you define it.
We call them transfers, but there's a very different situation between a JUCO graduate (or even a Division I graduate) transfer and a transfer who has to sit out a year. JUCOs HAVE to transfer, as you pointed out, if they want to keep playing, so it's not really a transfer, in my mind. Grad transfers don't have to transfer, but can do so without penalty, so they're less of an indictment of their former team, or a kudos to the new team. Regular (non-mission) transfers who have to sit out a year means the kid REALLY wanted off their old team, or REALLY wanted on the new team, for whatever reason (not necessarily anything wrong with the old team, just could be playing time or family issues or academics or homesick or any number of things).

So while JUCO transfers are "transfers", in my mind you count them just like regular HS recruits, not like transfers. That's why they show up in recruiting rankings and recruiting pages. Graduate transfers and mission transfers are the next tier, since there's no penalty to transfer (unless you're transferring from USU to BYU, apparently). Then there's regular transfers. It seems like splitting the list up into those categories would allow for a more nuanced look at what Kalani is getting on the transfer market.
