Yes, Kalani still seems to consider playing every athletic big on the DL first, like Vaka for example. So you are right, Kalani gives priority to the DL. But, Kalani is allocating more scholarships to the OL than Bronco did. I was sick and tired of spring ball where there weren't enough healthy OLmen to run a practice under Bronco. The pet position groups for Bronco were safety and linebacker. Bronco had 24 safeties on scholarship for two safety slots. Bronco had 15 OLmen on scholarship for five OL slots. Totally out of balance.
Also, Bronco let the QB cupboard go bare. A walk on JC transfer should not be the #1 backup, nor should the team have to rely on him coming back to toss the ball in spring practice after his last game because there weren't enough QBs in the system. This was unforgiveable. We can complain that the current corp of QBs is thin, but Kalani has allocated more QB scholarships to Ty than Bronco allowed for Anae.
So Kalani is more balanced than Bronco was, even though the scales still tip heavily to the D.
