They're fine if you aren't walking a dog but when I'm walking with my dog they always try to attack it. She complained once that my dog attacked hers. That is true. My dog attacked her dogs after they ran 1/2 a block and began to attack my dog. Just like in your story she threatened to call the cops and I said something like "please do, because your dogs are unleashed and mine is still on his leash".
