Not completely true. You can complete a release of liability with the DMV after
the car is sold. This notifies DMV that you sold the vehicle. After the state is notified, you can easily cancel your insurance.

FYI-Many car purchases are done without a title. In Utah, for example, you can use a duplicate title application to sell your vehicle. So signing your title and completing it are not essential to the seller. The DMV will never know if you completed the duplicate title application or not. You can sign the title, complete a duplicate title application, and notify the DMV.

Once I sold a car in Idaho and signed all the proper paperwork. The new owners never registered the car so the DMV never saw the bill of sale or title. However I notified the DMV with a "release of liability" form. Six months later the car was used in an armed robbery. Of course the detectives wanted information from me regarding the car purchasers. But there was never an issue if I was liable. The DMV was officially notified the day of the sale so everyone knew I was not liable for that car nor the actions of its new owners.
