Why would you think a JC QB would be more effective than the guys already there?
There are a lot of stars on that list of players. If there is a JC guy who looks like he would bring something to the table fair enough but I would rather use that scholarship on a JC WR or RB (which are positions we are more likely to find a guy to contribute anyway).
