Talking about what the program is willing to do overall. When you have Clemson passing you up among others, and the school doesn't want to do certain things, that's one part of a big issue he might have. It can relate to BYU. They're a bunch of cheapskates who don't seem to want to recognize or care about the ROI that the face of BYU athletics could generate if they'd invest in the right areas. You get what you pay for and if they worry about staying positive in revenue, you invest smart and see where it pays off. It doesn't make it easier by going all cheap but then having garbage results from it.
I'm sure it's mostly because they think they're "avoiding the appearance of evil" by not joining the arms race. Wish they'd realize they don't have to join that race, just invest a tiny bit more and it would really pay off.
