Clear Starters (2)

• Zach Wilson (QB, NY Jets) - injured until at least Wk 4, but clear starter when healthy
• Fred Warner (LB, San Francisco) - one of (if not the) best LB in the NFL

On roster (9)
most of these guys should get fairly regular snaps and some may even end up as starters if they aren't already

• Kyle Van Noy (LB, LA Chargers) - Praised for versatility, I'd honestly consider him a starter but it varies by source/day whether he or Murray are the 2nd ILB. He'll mostly be playing the role in the 3-4, though he'll also be used as a pass-rusher on occasion from the OLB spot
• Sione Takitaki (LB, Cleveland) - 3rd LB, but Browns are normally 4-2-5 at this point.  Will see a lot of time though
• Michael Davis (CB, LA Chargers) - 4th CB (behind JC Jackson, Asante Samuel Jr, Bryce Callahan), but starting while JC Jackson is out
• Tyler Allgeier (RB, Atlanta) - backup or third string RB, but likely to get serious snaps and potential to ascend to unsettled starter role
• Jamaal Williams (RB, Detroit) - the clear #2 in Detroit, but in heavy rotation
• Brady Christensen (OT/OG, Carolina) - backup LT and possibly LG/RG
• Taysom Hill (TE/QB/?, New Orleans) - reverting back to gadget role, but will likely be involved in a variety of ways
• Dax Milne (WR, Washington) - the WR5 or WR6 in Washington, will mostly see work on special teams
• Daniel Sorenson (SS, New Orleans) - listed as the 5th safety so likely to provide depth and mostly appear on special teams

On practice squad (4)

• Zayne Anderson (S, Kansas City) - passed through waivers and signed to KC practice squad
• Harvey Langi (LB, New England) - passed through waivers and signed to NE practice squad (activated for Week 1, then returned to practice squad)
• James Empey (C/OG, Dallas Miami) - Passed through waivers and added to Miami practice squad after Dallas declined to place him on theirs
• Khyiris Tonga (NT, Chicago Atlanta) - cut by Bears, who then declined to place him on their practice squad, but added to Falcons practice squad

Not signed to active roster or practice squad (7)

• Samson Nacua (WR, Indianapolis) - passed through waivers and available to any PS, but nobody picked him up
• Kai Nacua (LB/S, NY Jets) - passed through waivers and available to any PS, but nobody picked him up
• Neil Pau'u (WR, Buffalo) - passed through waivers and available to any PS, but nobody picked him up
• Troy Warner (DB, Tampa Bay) - passed through waivers and available to any PS, but nobody picked him up
• Ty'Son Williams (RB, Indianapolis) - passed through waivers and available to any PS squad team, but nobody picked him up
• Matt Bushman (TE, Kansas City) - Injured in preseason, cut and then bought out with injury settlement
  
• Chris Wilcox (CB, Indianapolis) - passed through waivers and signed to Indianapolis practice squad, then cut from practice squad 13 September

Utah

Clear Starters (9)

• Cody Barton (LB, Seattle) - the 2nd ILB in Seattle; plays a major role there
• Julian Blackmon (S, Indianapolis) - generally rated as one of the better safeties in the league
• Garrett Bolles (OT, Denver) - after 3 mediocre (at best) years where he was flagged all the time for holding, seems to have put it together and is seen as a high-end LT at this point 
• Jaylon Johnson (CB, Chicago) - seen as a rising CB, tends to be overaggressive, but foundational piece
• Devin Lloyd (LB, Jacksonville) - recently drafted rookie
• Matt Gay (K, LA Rams) - failed in TB, got second life in Los Angeles and did fairly well.  Not a great kicker, but fine.
• Tim Patrick (WR, Denver - IR) - placed on IR, but led Broncos in receiving TDs each of that last 2 years and in receiving yards over those 2 years (cumulative, was #2 in each year)
• Marcus Williams (FS, Baltimore) - Baltimore plans to play a 3 safety lineup to get him on the field after signing him to a big contract
• Mitch Wishnowsky (P, San Francisco) - he's a punter...pretty good one, but not much to say here

On roster (8)
some of these guys will get regular snaps, others less so

• Tyler Huntley (QB, Baltimore) - seen as one of the better backup QBs despite limited snaps/appearances
• Zach Moss (RB, Buffalo) - #2 back in Buffalo (though in danger of dropping to #3 with arrival of James Cook), and serves as the goal-line, short-yardage hammer back
• Terrell Burgess (S, LA Rams) - 3rd safety for the Rams, will get some plays, but will likely mostly fill a bench role unless there's an injury
• Eric Rowe (S/CB, Miami) - overpaid on his contract, but kept because of his versatility.  Can be a 2rd safety and even play slot corner in a pinch
• Jackson Barton (OT, Las Vegas) - backup LT behind Kolton Miller
• Leki Fotu (DT, Arizona) - backup NT, currently injured, but should return shortly
• Javelin Guidry (CB, NY Jets Arizona Las Vegas) - cut by Jets, signed by the Arizona Cardinals, cut by the Cardinals, signed by the Raiders
• Chase Hansen (LB, New Orleans) - cut, passed through waivers, signed to New Orleans practice squad, then activated to 53 man.  Expected to primarily (only?) contribute on special teams

On practice squad (7)

• Bradlee Anae (DE, NY Jets) - passed through waivers, signed to NY Jets practice squad
• Britain Covey (WR/RS, Philadelphia) - passed through waivers, signed to Philly practice squad. (Activated for Week 1, then returned to practice squad)
  
• Nick Ford (C/OG, Jacksonville) - passed through waivers, signed to Jacksonville practice squad
• Cole Fotheringham (TE, Las Vegas) - passed through waivers, signed to Las Vegas practice squad
• Nephi Sewell (LB, New Orleans) - passed through waivers, signed to New Orleans practice squad
• Marquise Blair (S, Seattle Carolina) - Passed through waivers and added to Carolina practice squad after Seattle declined to place him on theirs
• Darrin Paulo (OG, Detroit Detroit) - passed through waivers and a late add to Detroit practice squad, before being removed on 14 Sept and then re-added on 15 Sept

• Bobby Wagner (LB, LA Rams) - signed as the second ILB on the Rams, similar role as Cody Barton or Kyle Van Noy

• Dallin Leavitt (S, Green Bay) - 3rd or 4th safety, has a large ST role
• Jordan Love (QB, Green Bay) - clear backup QB behind Aaron Rodgers
• Patrick Scales (LS, Chicago) - he's a long snapper...not much to say
• Nick Vigil (LB, Arizona) - backup inside LB
• Jaylen Warren (RB, Pittsburgh) - appears to have gone from UDFA to #2 back in Pitt (listing him as USU is a bit of a stretch since he was at Okla St his last season, but Deseret News had him listed as a USU alum)
• Jalen Davis (CB, Cincinnati) - played well in preseason, but 5th or so CB, unlikely to play much outside special teams
• Tipa Galeai (LB, Green Bay) - apparently a key special teamer, listed at LB, but really he's there for ST
• Tyler Larsen (C, Washington - IR) - a personal favorite of Ron Rivera for his leadership characteristics, was placed on PUP to get him on the roster, but otherwise likely would have been cut and will be tough to get a spot when he returns

On practice squad (4)

• Kyler Fackrell (EDGE, Las Vegas Baltimore) - signed to a fairly significant contract by LV, but was injured in preseason and they elected to cut him, Baltimore then signed him to the practice squad
• Deven Thompkins (WR/RS, Tampa Bay) - passed through waivers, signed to Tampa Bay practice squad
  
• Darwin Thompson (RB, Seattle) - passed through waivers, signed to Seattle practice squad
• Derek Wright (WR, Carolina) - passed through waivers, signed to Carolina practice squad

• Taron Johnson (CB, Buffalo) - currently starting until Tre'Davious White returns, may hold down nickel role after that
• Sua Opeta (OG, Philadelphia) - backup LG, depth piece
• Miles Killebrew^ (S, Pittsburgh) - backup 3rd safety for now, but will drop in pecking order when Damontae Kazee returns
• Jonah Williams (DE, LA Rams) - was a long shot to make the roster, but had a great preseason and is now the backup NT

• Rashid Shaheed (WR/RS, New Orleans) - passed through waivers, signed to New Orleans practice squad
