Phrygian Walk-on
There is so much in that video that is the antithesis of punk that it’s almost
punk in its defiance.

Even back in the period from about 1977 or 1978 to about 1984 (which encompasses pretty much the entire punk movement in any meaningful sense of the term) people tended to conflate punk and new wave, so I would hear ridiculous things like people referring to The Talking Heads, Depeche Mode, Oingo Boingo, and The Thompson Twins as punk bands.

It was bizarre.

I would usually have to play them a selection of Black Flag, Adolescents, Angry Samoans, The Germs, TSOL, Agent Orange, Battalion of Saints, Cockney Rejects, Stiff Little Fingers, Anti-Nowhere League, Blitz, Infa-Riot, GBH, The Exploited, Sham 69, and other luminaries of punk, before they understood the difference.

So, it’s not surprising to me that, today, people call pop bands like Green Day punk.
