The side judge is running along the sideline and throws the bean bag near the pylon.

The umpire at the top of the screen is out of the picture for the touchdown, but he obviously never signals touchdown. He stands and waits until the EZ is left. He returns with the flow.

The Head line judge also pauses and waits for the play to continue and runs with the return man back to signal the touchdown.
