The Big 12 seemed to underperform in the tournament, but the conference is down
The Big 12 is down significantly this year just based on the computer rankings. Of the fourteen current teams in the conference, the only three teams that were significantly better than last year were BYU, Texas Tech, and Iowa State. Cincinnati and Oklahoma were only marginally better. Houston and Baylor were about the same. UCF was marginally worse. Texas, Kansas, TCU, and Kansas State were significantly worse. West Virginia and Oklahoma State were far, far worse than last year.

The average rating of the Big 12 teams last year was 28.7, and if you include the new members it would have been 33.7. The average Kenpom of the teams this year was 46.7. The Big 12 especially fell at the lower end, as Texas Tech had the lowest rating last year at #63, but this year WVU and OK St. were well into the 100's.
