The kicking and receiving sides are 30 yards down the field already, so the 10 yard requirement doesn't fit anymore.

not exactly the same, IIRC the NFL will require two KRs not the just one the XFL has

This move is the opposite of scrapping the kickoff; this causes MORE kickoff returns
