The NCAA could set transfer windows outside of typical semesters.

I think they could also set some boundaries on transferring with regards to school. Like you can’t be eligible the season following your transfer if you don’t pass all your classes from your previous school.

I would think that even though the NCAA had a lot of their power struck down they could set boundaries directly related to education.
