I look at it this way, as a member of health insurance plan,

I expect my plan to negotiate rates for services. When I go to a provider who has signed the contract to provide services for that given rate. THAT IS ALL I WILL PAY!.

This isn't a I found a coupon in the mail and I'm cashing it in to get a "discount."
