they are referring to the unfinished nature of the entire resort. As far as the course and the golf experience it is top notch, especially for a course that is so new. Great layout, lots of variety, very fun to play despite the challenge of playing in the lava fields. It compares very favorably to Copper Rock and I’m sure most would say it will be better, if not already so.
