According to the announcer, a recent rule change allows for a fair catch even

when the ball is kicked so it takes one bounce and then goes high into the air. Reportedly a player safety issue. I don't know if that is true, but it would be odd for him to make the statement and claim it was a recent rule change unless that was actually the case.
