Minneapolis doesn't require a car if your purpose is to get to the stadium.
They have bikes that you can access to get to a lot of the museums and/or toward Lake Calhoun (whatever it's called now). Target Field is in the downtown area.
Getting to the Mall of America and Minnehaha Falls will require using the light rail or an Uber.
