Good point. Curious whether there would be a backdoor path to assuming control

of selecting close relatives or friends as the adoptive parents to keep the kiddo close without expending the effort to rear it. Obviously doesn't likely have the certifications and licensure to perform the role an adoption agency unto himself, but I was wondering if there's a way to sort of usurp the power of the selection process.
