Are HS basketball recruiting star rankings “normalized” for the competition level?

Ie - does Koz benefit from putting up good # vs less good competition whereas a kid at IMG or Sierra Canyon or Montverde gets penalized for worse stats against stronger competition?

I know that Koz played on a strong AAU team but just curious if star rankings are easier to get if you play in places that may not have the same perceived level of competition.

CB tends to diminish Koz’ 4 stars for a lackluster state finals loss.
