We have a hard time getting members to clean the buildings. AEDs and the pads

Need to be checked weekly to make sure they function and nothing is missing or expired. You would also need to wire the cabinets in to alarm when the door opens to make sure they don't walk off.

It would be a non trivial amount of money and logistical headache.

No. Most are maintenance free with 2-5 year shelf life of expired components.
