can pull this crap for years in the rural school classifications and if any of the small schools complain, the UHSAA will say "well their enrollment numbers match the rural schools so they need to be in the same classification" but the minute Layton Christian Academy moves up and takes a state championship from the St George schools (like they've done in 1A, 2A, and 3A for years), NOW everyone starts caring.

Keep rural classifications rural.
