that will keep those franchises in their city core because they can't justify the ROI. But if the city decides not to invest in said NBA/NHL teams who then choose to leave, then the city is being held hostage? Apparently, these billionaire franchises are significant and even Andy Larsen knows their departure would dilapidate the city.

Seems like there is a clear ROI here, but they refuse to recognize it. Can't have it both ways.
