None of those schools you mentioned are rural schools
I agree with you about enforcement of the rules but I don't see the UHSAA actually doing that.

I live in Weber County which isn't exactly rural or a small town and they have the same problem as the Manti's competing against Juan Diego and Layton Christian. Weber County schools all compete in 5A or 6A, but they don't recruit and because of that they have virtually no shot at winning state in football against the likes of Corner Canyon, Skyridge, Timpview, etc. A generational team around here hopes to make a semifinal run. In basketball, Fremont won state 4 years ago because they had Dallin Hall AND a generational team other than that it's usually the same story as football.

In a lot of ways, Utah high school football and basketball are more and more resembling college sports where those with the money take all the talent and the rest have little to no chance at winning.
