Not very motivated unless they are in a potential bad faith situation with
their own insured. Otherwise, if they are adversarial, a few hundred or even a few thousand dollars is really not that big of a deal to an insurance company.

Unlike bodily injury claims, property damage claims lack the unknown potential for large escalation. In other words, the risk is low because they know pretty much what it's going to take to repair the Honda Accord.

In contrast, during the early stages of a bodily injury claim, they know that the guidance of an attorney can lead to claim value escalation and that is a motivator to avoid attorney involvement.

Also, while personal injury attorneys work on contingent fees, no attorney in his/her right mind would take a run-of-the-mill auto property damage claim on a contingent fee basis. Thus, the insurance company knows that hiring an attorney for property damage claim does not make economic sense in the vast majority of circumstances.
