Yes. I have a 21 also. I drive conservatively. I go the speed limit and stay in the right lane 90% of the time.
I just took a trip to San Diego and kept it 70 the entire trip back just to see how it would do. I got 24 but it took too long to make it worth the extra 1 or 2 mpg I gained. Around town the electric kicks in often. Now that it’s getting warmer it’s even better.
