Aren't there some kind of rules about such things, and where they can be held or whether coaches can be there, etc for high school kids?

The football coach can't have "open field" time for his players in the spring...
Basketball coach can't have "open gym" in the off-season and show up, right?
Or do I not understand the rules? Or does everybody just bend them?
