You can't take 2-3 steps before beginning your dribble, so that part, I think
may technically be a travel, but on a runaway fast break it doesn't get called.
The several steps before picking up the ball is definitely not a travel since he didn't have possession yet.
And the couple steps after ending his dribble was also definitely not a travel

To me. the ball is no longer "loose" when he has full control of it but continues to take 2 steps mid dribble.
