But, I have another recommendation for you: Do observation point instead. It's not the razorback experience
...but it's still an amazing view, and you actually look down on Angel's Landing.

I was at Scout Lookout and didn't see a guy at the permit checking spot. But.....I definitely wouldn't count on it.
