It traditionally has to do with local cable rights and which teams have territories there. The Diamondbacks and Rockies have claimed Utah as their territory, so you need to get a cable package with those rights.

It’s usually worse in areas without teams (Vegas, Iowa) because 5+ teams will claim territory, and it’s unlikely you’d have a cable package that gets all of those RSNs.

MLB is working pretty hard to kill these types of rights going forward and to be able to package local rights more cleanly.
