Sure, but more likely the person just did it their style
The spaces aren't necessary, and different people (and organizations) may prefer one over the other. Generally, though, spaces are preferred for code readability.

The spacing issue suggests to me the person's experience is likely developing more on their own, rather than in a collaborative environment. That alone isn't good or bad, but it would lead to other questions from me in an interview.
