Technically speaking, yes. But if universities are able to pay their athletes
directly there's not reason to put up this charade of NIL being utilized as a backdoor way to pay players. Then NIL can revert to what it is intended for - endorsement deals that aren't simply tied directly to a university while revenue generated by things like NIL collectives will be repurposed as athletic department donations with that money then used by the school itself to pay their players.

At least that's how I would envision something like this happening.
