Yes. That's the whole point.
Of course a bridge wouldn't actually cost $11 billion. Yet that much has been spent and that's basically all the state has delivered.

It's nearly impossible to argue that the public will receive billions of dollars worth of benefit from the end product of their billions in expenditures.
