SOMETIMES it's a ship with lots of family / spouses / kids on board, when the plot line needs it to be. Many other episodes it's all "military" and regulated.

But yeah, absolutely, the "Family / kids" Enterprise should never ever be in story lines where the "military" Enterprise is about to be destroyed, and probably visa versa too...
