There may be better sites but my wife and I loved staying in Riga.
We did a BYU study abroad there. The housing is absurdly cheap. Feel like flying to Rome or Stockholm for a couple days? So easy and convenient.

Can't go wrong with Lithuania or Estonia either. Love the Baltics.
