Said person has returned to France multiple times in recent years (albeit under a different passport number due to his passport expiring) and never had an issue being sent to a French prison. Said person also basically said, "Screw the French for not making this easier to pay." Said person also received a ticket in Belgium (13 KM over...seriously, 13 KM over and you are going to issue a ticket???) from a camera and was billed through the rental car company which is the right way for something like this to happen.
