If you are in the PNW, it could be Brown Root Rot.
There is a fungus in the air that will kill the tree. It gets in as the leaves start to bud.
If it is that, there is no coming back from it. You have to spray the tree several times a year with copper sulfate and try and prevent it.
It is really tough to keep any stone fruit trees alive in the PNW.
