I agree that policy people have to figure out a legal way to stabilize it. It's the unlimited new transfer rules combined with NIL that creates the chaos. One or the other would be ok, but together they raise the incentive to hit the portal much too much.

Would not expect BYU's roster will be complete before summer. International players can be worked all summer.
