it would be legal for the pro fans to do this, as long as they are not working
closely with the team. However, it would be difficult to organize this. Fans would not be highly motivated to participate.

At least for NCAA, there is an established history of under-the-table payments from boosters. Also, fans can better appreciate the inequity of prior NCAA system where coaches and admins make millions but players are limited to scholarships and some arcade money. So it will be much more likely for fans of NCAA teams to succeed in the organizing and fundraising.
