I think this happens in any organization
People like to spend other people money.
I know in the Club members run for the board promising more disciplined spending.
They get on and then here comes special aceesments for a new clubhouse, redoing greens, expanding the pool or spending $300K to rebuild a restroom for the women.
When I was on the board I had the name "Mister No".
