Not sure if they still have these programs but in my Freshman ward we had several students who were Catholics from
Mexico. They were learning English. They weren't enrolled in classes at BYU, but they lived in the dorms and went to their English classes nearby.

I wonder if this is BYU's chosen solution for poor English speakers (and other schools don't have similar programs)?

Meaning.. if you score well, then you're allowed to be enrolled at BYU.
If you don't score well then we'd suggest you do a year of our intensive English training program before you enroll?
