Everywhere else it is better than mid.

There are definitely good BBQ places outside of Texas/ otherknown BBQ hotspots but they are just more sparse.

Rudy's would probably be one of top bbq joints in the last few places I've lived.

I think Mexican food is another example of this. Mexican food out west is good. CA and TX are snobby about it but Mexican food in Idaho, Utah, AZ, etc. is all good. Mid Mexican food in any of those states would be the best or near the top in a lot of places on the east coast sadly.
