For a while that looked like the most likely format, but it isn't going to happen. The LA schools and the Arizona schools are going to be together. The Oregon schools and the Washington schools are going to be together.

The only thing to be decided is who gets the Bay Area schools and who gets the Rocky Mountain schools.
