No.
It's a toss of the prolate football into the air, and spike it. No throwing involved.

Consider the following:
A running back is running with the ball (prolate or not, it doesn't matter). A defender strikes the ball, and it comes lose. The ball is now "live", and may be recovered, and advanced if possible. Same thing, except instead of a running back, it's a punter.
