They count BSU's and TCU's performance, and by that they can probably qualify in 1 or 2 of the 3 criteria. But they're extremely far from qualifying in the 3rd, and would have to get a special exemption. If all the teams had stayed and Boise State was added, I think it would have been nearly a sure thing that they would have gotten that waiver. But since the people voting will know that one of the two teams responsible for the MWC's numbers is leaving, they're not going to give the conference a waiver going forward. There won't really even be any legitimate political pressure to do so.
