The home team controls the TV rights.
As to the Pac-12 Network, only some of the games owned by the Pac-12 go on the Pac-12 networks. The Pac-12 has a contract with ESPN and Fox where most or many of the games controlled by the Pac-12 (in other words, games played in Pac-12 stadiums) are owned by and will be broadcast on an ESPN or Fox channel. The remaining games will be on the Pac-12 networks.
