The value of the scholarship will matter very little to most athletes
They are playing football and going to class no matter how much or little the scholarship is actually worth. On the other hand, the COA is cash in hand for them to spend.

Cash that USC already paid in their scholarship. Stipends weren't illegal.

So they are evaluating based on overall costs- so would I be correct in assuming
