Microsoft is passing along the COPPA fee
COPPA requires a credit card to verify that the person setting up the account is who he says he is. It's a one-time $0.50 fee. If you have trouble paying this, I think I have a couple of quarters on the floor of my car that you can have.

Why does one need to verify an account owner is a minor?

My guess: to establish a paper trail for people who pretend to be minors online.

Officially, it looks like it's to allow parents to verify exactly what info

It's to verify you as a parent.
