We use Qustodio. It works great on Android devices. So, so on iPhones.

If they are up to date, the actual screen time app in iOS settings does a pretty good job

Circle with Disney does a good job. Add a monthly fee to control devices not on

Oh, nevermind. Circle doesn't' limit screen time, just web stuff.
