The point of that paragraph was to point out the lack of a clear definition of what is acceptable. Sign stealing is illegal...therefore is cheating. Yet, every team does it and it is acceptable...even part of the game.

When combining that with the minimal punishments, it is pretty clear to me that baseball cannot hand out harsh punishments because the result would be nobody left to play the games (for all teams.)

I think a big part of the problem is baseball's failure to keep pace with the technology advancements.
