Your hospital being overrun is irrelevant.
You have a limited commodity and that would be physicians and other healthcare staff.
1 patient has potential to take a number of them out of commission depending on what your hospitals strategy for quarantine is, not to mention if they get sick.
Every patient you bring into the hospital is a risk to your hospital’s ability to function and will lower the threshold to what being “overrun” may be.
